I want to ask about how to give a user limited resources within the cluster. For example, user A can create VMs until he reaches 5 CPU, 4 memory, and 40 GB disk.

+7Please consider looking at Projects / Self Service in Prism Central which can use quotas and give users a familiar interface to create VMs from templates etc as you wish.
