I am looking to monitor performance of my Volume Groups during third party backups. I am using a 3rd party vendor and when the backup starts, Volume Groups are created for the snapshotted disks. I want to create a metric/entity chart but want to see if there is a way to create one for ALL Volume Groups so when a new one is created, it is included into the chart. Currently I can only see creating it while one exists but I want to monitor it from start to finish periodically.

I really don’t think you can create a chart for a volume group before the volume group are created.
As a suggestion or an idea, you can try to use REST API and use the power of scripting to get the stats of a volume group provided we get some information regarding the volume groups.
