You need to license the VM's itself, nothing to do with your Hypervisor.
Microsoft Windows Standard licenses allow you to run 2 VOSEs on 1 license, and you need at least 16 core licenses. So in regards to your VM's 2 or 3 (*16 core) Standard License
Microsoft Windows Datacenter licenses allow you to run unlimited VOSEs on 1 licenses, but you need to license ALL cores in your cluster (in this case 8*16 core)
Best is to always discuss with your sales rep for your licenses.
