VM operations using vmUUID instead of vmID?

I have a scenario where I only have the vmUUID available to me and the NGT tools aren't currently installed on a VM so it appears to be limiting what I'm able to do with the API.

Is there a way to retrieve a VMs vmID using the vmUUID?
