VMs power on after Cluster power outage

When a cluster goes down due to a power failure, the VMs power back up when the hosts come back online.   Is there any way to control this and create a boot order for those VMs?

No there isn't. A power failure should be covered by the UPS. Normally a cluster doesnt go down and should be up and running all the time. The biggest issue is the power failure in your case.

Check the following capabilities from NCM as you can create playbook based on event or alerts like power on or off VMs and so on, check if there are events triggers related to hosts power on:
