DR setup recommedation

Our current setup is physical prod servers and VMs are in 10. 172.31.40.1 segment and DR physical servers are in 172.31.30.1 segment and DR VMs are in 10. 172.31.40.1 segment and we configured Async DR setup.

 

Currently we configured IPsec VPN in HQ and DR through FortiGate firewall.

 

If production site  down, how can we access the production VM servers in DR site. This is our concern please provide solution for this design.

Before I can answer this I need more information.

Is Prism Central already setup?
And are both clusters connected to the same Prism Central?
On which cluster is Prism Central running?
Is DR already setup?
And how is this setup? 
Are the subnets/vlan the same on the DR site or does the DR site have different vlans/subnets for the virtual machines?

Since the customer did not initially choose a DR location, we configured both the PROD and DR clusters in the same data center. Now that the customer has selected a DR location, we plan to move the DR servers to a different site.

We have some concerns: if the PROD site goes completely down, how will users access the DR cluster? The PROD and DR clusters use different VLANs (PROD: 172.31.40.0/24 and DR: 172.31.30.0/24), while the VMs are configured with the same VLANs on both the PROD and DR clusters.

Are the subnets/vlan the same on the DR site or does the DR site have different vlans/subnets for the virtual machines? 

No vlan is different in prod and DR that is prod has vlan 40 and Dr has vlan 30

does the DR site have different vlans/subnets for the virtual machines?VMs inside the dr cluster has same vlan what production Vms are using.
