Also, when I go to LCM, I cannot see any STS releases. Are there upgrade steps from 6.5 LTS to 6.8 eSTS? Or do you need to manually upload the install package?

YEs, to upgrade to an eSTS or STS release you need to do this manually. So download the lcm bundle and upload it to LCM.
