I am looking to delegate the ability to shut down and start back up our Nutanix cluster to our team without providing the root nutanix passwords. Is it necessary to perform a cluster stop/start via SSH into a CVM, or can we shut down everything without stopping and starting the cluster?

Ok, I'll bite, what's the use case where you'd be delegating this out?
To me, that reads as if it were going to be a common practice for you, is this something that you'd actually need to do on a common basis?
I say that this way because usually this is a maybe once in the lifetime of an environment type of task for most folks.

We have a Nutanix cluster in Shanghai, China. The issue is that in the past 6 weeks or so, the industrial complex which the business resides has had 3 government mandated power outages for maintenance, lasting 8 to 10 hours each. Due to the time difference, I would like the staff in China to be able to properly power off/power on the cluster without providing them with the root nutanix credentials.
Technically, you can just pull the power and it should come back, but if you know you've got planned maintenance coming up, it would be really, really, really nice to do a graceful shutdown, which includes a cluster stop, which would need to be done via SSH. We dont have a shutdown delegation procedure today.
