I have a Riello UPS which takes the CVM username and password, but does not like our particular password because of characters it deems to be illegal

This is a working CVM password but the error on the UPS is:

Insert a valid password (chars allowed: a-z A-Z 0-9 , . _ + : @ % / - ) (1-63 chars)

How do I create a user with enough rights to shut down all the VMs and then shut down the hosts? User Management within the CVM doesn't allow this… and I am still very new to Nutanix.

Does the UPS use SSH to access the CVM? If so, can it use certificate based authentication?

To shutdown vm's, cluster, cvm and then hosts you need to use the admin/nutanix account on the CVM and the root account on the host. You cannot create a specific user account for this.

Edit: I see that Reillo UPS is a Nutanix Technology Alliance.  (https://www.nutanix.com/partners/technology-alliances/riello-ups) I would suggest talk to them to get a guide howto implement this.

You can only use the nutanix/admin and root account for the CVM and AHV. It is not possible to create a separate account for this. But I see that Reillo is an Technology Alliance for Nutanix, so they can help you with an guide how to set this up I assume.
