In Prism Central you can get a report with the overprovisioned virtual machines. That you can use to shrink resources.
Please guide us the assessment that should be taken care prior to shrinking the resources

Prism Central Starter edition had feature Resource Inefficiency Detection and Right-sizing, which gives report which can be used to optimize the VM resources.
