Hello,
I can’t get a Win11 ISO to boot on CE 2.1 using vTPM and Secure Boot. It will boot without the secure boot enabled, but it won’t pass the checks the installer runs for compatibility.
I tried with and without the e1000 NIC workaround for UEFI.

You can modify the Windows 11 installation to avoid vTPM...
