I recently tried to deploy prism central 2023.3 by uploading the binary and metadata, but I couldn't deploy it because the customer didn't have dns and ntp, and also didn't need the microservices.
There is a way to deploy it without it?

I don’t think you could do that because microservices are enabled default. Prism self services also need microservices.

Also, starting with Prism Central 2022.9, the MSP or microservices platform is on by default, and mandatory.
