Please confirm you can ping dc1.oct.local and oct.local from the FSVM Shell.
Also, make sure DC1 is not set as a RODC.

i verified ping FSVM to dc1.oct.local and oct.local ping successful and DC is not RODC
i configured entries DNS manually not automatically because I affiched problem connection to DC
