I have this same error on 3 nodes - I have checked networking / Time and connectivity and it all seems ok. Running ncc health checks on different services gives me a range of things to check. Not sure where to start with this.
The Hosts are Hyper-V.

Could you post the logs in data/logs/genesis.out also data/logs/cassandra/system.log ?
